KAHULUI — A new state law to support use of alternative fuels should help Maui's Pacific Biodiesel, Inc. build its business, President Robert King said last week. 

A bill signed by Gov. Ben Cayetano will cut the state fuel tax in half on biodiesel — a fuel made by recycling cooking oil that would otherwise go into the Maui County landfill. 

When the tax cut goes into effect Jan. 1, the state tax on biodiesel will drop from 15 cents a gallon to 7.5 cents, King said. The new law also will require each county to review and re-establish county fuel taxes to provide that the tax on alternative fuels will be proportional to energy content. 

Maui County's current tax on diesel fuel is 13 cents a gallon.

President Signs Biodiesel Fuel Credit into Law

On November 13, 1998, biodiesel legislation passed both the House and Senate, and was signed into law by President Clinton. This law provides EPAct alternative fuel acquisition credits to fleet owners and covered fleet persons for the use of biodiesel fuel in biodiesel blends containing at least 20% by volume. The most commonly usedbiodiesel blend today is B20, which contains 20% biodiesel and 80% petroleum diesel. 

The House bill allows fleet owners to receive one AFV credit under EPAct for every 450 gallons of biodiesel used by medium- or heavy-duty vehicles.



House Approves Biodiesel Legislation Sought by ASA

September 30, 1998…Saint Louis, Missouri…The American Soybean Association (ASA) is delighted that the U.S.
House of Representatives approved legislation on September 28 to allow public vehicle fleets to earn credits under the Energy
Policy Act (EPACT) of 1992 by using a blend of 20 percent biodiesel and 80 percent petroleum diesel, commonly called
(B-20). "Bipartisan House approval of biodiesel is a victory for soybean producers and for all Americans," said ASA
President Mike Yost of Murdock, Minnesota. "Biodiesel legislation is one of ASA’s top priorities to benefit the farm
economy. It could add up to 11 cents to the price of every bushel of U.S. soybeans, in addition to reducing U.S. dependence
on foreign oil and boosting use of a cleaner burning fuel."
